JOB OPPORTUNITIES

TITLE: Civil Engineer (Entry Level)

DESCRIPTION: 

This full-time position requires a strong foundation in engineering design principles and concepts and strong communication skills. PRHTA design standards, plan preparation procedures, understanding of roadway geometrics, and roadside safety are preferred. For this position, prior Civil 3D and AutoCAD experience is desired.

ESSENTIAL FUNCTIONS:

  • Support the production of plans for transportation-related projects form preliminary to final design including specifications, cost estimates, and final bid packages.
  • Work at this level requires the candidate to be proactive, resourceful, self-starter and willing to work with a team of engineers and designers on projects throughout Puerto Rico.
  • Presence at the designated office or job site is necessary to fulfill the requirements of this position.

EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree in Civil Engineering.
  • 0-5 years of engineering-related experience in preferred.
  • EIT Certification (Preferred but not required).
  • Knowledge of Civil 3D and AutoCAD is preferred.
  • Skills to learn and apply engineering concepts.
  • Roadway geometric design & Plans Production knowledge in preferred.

TITLE: Civil Engineer (Roadway Design)

DESCRIPTION:

As a roadway design engineer, you’ll support transportation improvement projects with the design and detailing of local, and state roadway and highway projects. You’ll assist with geometric analyses and calculations using established design criteria and standard software. The roadway design engineer reports to the project manager.

ESSENTIAL FUNCTIONS:

  • Analyze and prepare geometric roadways designs.
  • Responsible for managing the timely completion of multiple assigned tasks.
  • Communicate effectively with team members and internal design groups; external communication as required on assigned tasks.
  • Effectively present proposed design solutions as part of internal project meetings; may attend and contribute to presentations with external parties.

COMPETENCIES:

  • Possesses excellent analytical, technical, and communication skills.
  • Demonstrated proficiency with AutoCAD and Civil 3D.
  • Develop detailed designs.
  • Prepare and implement project plans.
  • Able to quickly obtain working knowledge of PRHTA Design Manual, AASHTO – A Policy on Geometric Design of Highways and Streets.
  • Knowledge of the PRHTA roadway design process.

TITLE: Civil Engineer PE (Design Project Manager)

DESCRIPTION:

Responsible for managing and coordinating the design and planning of transportation infrastructure projects. Working collaboratively with multidisciplinary teams, you will contribute to developing safe, efficient, and sustainable transportation systems. This role involves project management and effective communication with clients, stakeholders, and regulatory agencies.

ESSENTIAL FUNCTIONS:

  • Manage a transportation and design team with the clients of the projects in charge.
  • Ensure compliance with local and federal standards and regulations.
  • Revise and do an effective QA/QC on the final product as an estimate of works, supplemental and regular specifications, and plans.
  • Contribute to the planning and design of public transportation systems, including bus and rail networks.
  • Coordinate with project teams to ensure project goals are met.
  • Keep track of schedule and be in charge of the budget of the projects assigned.
  • Communicate effectively with clients to understand project requirements and expectations
  • Provide regular project updates and address client concerns.
  • Participate in project meetings with clients, sub-consultants, and contracts as necessary.
  • Other marketing duties include providing timely resume updates, project write-ups, proposal support, and participating in marketing initiatives as required.
  • Facilitate career development of junior engineers and designers through active mentorship, providing formal and informal feedback and seizing opportunities to develop and teach new skills.
  • Identify skills and knowledge gaps within the department, seek opportunities to provide internal training, and identify worthwhile external training content.

TITLE: Draftsman

DESCRIPTION:

In this role, your primary function is to create technical drawings for our roadway and bridge projects using a computer-aided design program, like AutoCAD. These drawings are an essential tool for our project team, so they must be very detailed.  You will also collaborate with the engineers of the project, adjusting the plan based on their notes or recommendations. Our ideal candidate has an associate degree in drafting and is comfortable using computer-aided design software.

ESSENTIAL FUNCTIONS:

  • Use computer-aided design software to create 2D technical drawings.
  • Make changes to technical drafts based on the recommendations of the project engineers and architects.
  • Calculate dimensions and material requirements.
  • Outline the construction process of the project on the technical drawings.
  • Identify potential operational issues and redesign products to improve functionality.
  • Ensure final design comply with regulations and quality standards.

COMPETENCIES:

  • Math skills.
  • Attention to detail.
  • Ability to meet deadlines.

EDUCATION AND EXPERIENCE:

  • Associate Degree in drafting, engineering, or a relevant field.
  • Experience with AutoCAD software (2-3 years minimum).

TITLE: Bridge and Roadway Inspector

DESCRIPTION:

The Bridge and Roadway Inspector will inspect the contractor’s work in conformance with contract documents, including drawings, specifications, and code compliance. Inspections will be required on all aspects of the project.

ESSENTIAL FUNCTIONS:

  • Responsible for inspecting traffic control, environmental controls, layout, construction methods, and materials used in the project.
  • Ensure that the contractor’s day-to-day work to meets the project’s quality standards.
  • Review and recommend accepting or rejecting daily reports submitted by the contractor, including the contractor’s quality control procedures and material testing.
  • Verify that the contractor’s procedures are in conformance with the approved Quality Control Plan and established procedures.
  • Review material testing procedures and results to ensure conformance to the contract requirements, as well as measure quantities of materials placed.
  • Perform sampling and/or in-place testing of soil, aggregate base, concrete, and asphalt concrete pavement.
  • Able to read construction documents, including approved drawings, specifications, and all other documents related to the project.
  • Able to communicate effectively with on-site construction managers and provide detailed and accurate reporting of daily inspection tasks.
  • Prepare written and electronic daily field reports and maintain quality assurance logs detailing work performed, any deviation from plans, unforeseen conditions, and any non-conforming work.

COMPETENCIES:

  • Working knowledge of Microsoft Office (Word, Excel, Power Point, Access, Outlook and Adobe Acrobat).
  • Good communication skills (oral and written).
  • Valid driver’s license and means of transportation.

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Civil Engineering.
  • 2 years of construction experience
  • OSHA 30 hours
  • Extensive experience working on embankment stabilization and reconstruction, gabion, and gravity retaining walls, mechanically stabilized earth walls, drainage systems installation, milling and overlay, pavement reconstruction, pavement markings, removal and replacement of guardrails, signage, temporary traffic control, and other heavy highway construction related projects inspection works.
  • Experience working with EFLHD FP-14 and/or PRHTA standards and specifications is preferred.
  • Bilingual

TITLE: Inspection Project Engineer / Administrator

DESCRIPTION:

Responsible for leading the construction team on a day-to-day basis. Must have strong organizational and communication skills, as well as a thorough understanding of construction engineering and inspection processes. Ability to work effectively in a team environment with client staff and external stakeholders, prioritize tasks, and manage multiple responsibilities simultaneously. Experience in roadway projects is essential.

ESSENTIAL FUNCTIONS:

  • Direct and assign specific tasks to inspectors and assist in all phases of routine to moderately complex construction projects.
  • Responsible for documenting construction quantities and payments for interim progress and completion, and managing documentation the consultant contract, including responsibility for accounts receivable, subconsultant management, and client management interface.
  • Serve as a lead to other inspection staff, administrative staff, and sub-consultants.
  • Ensure that detailed accurate records of the quantities of work being performed are collected and maintained.
  • Ensure that materials being incorporated into the project are sampled and tested according to the requirements of the contract documents.
  • Interpret and monitor scheduled construction progress; must be qualified to manage field changes, change orders, claims, and public complaints.
  • Coordinate and serve as liaison with utility companies, jurisdictions with authority, client representatives, and others to resolve any impediments to the project construction schedule.
  • Prepare meeting agendas and lead meetings.
  • Interpret plans and specifications for the contractor and discuss deviations for specified construction procedures to ensure compliance with regulations governing construction.

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Civil Engineering
  • Professional Engineer License (PE) registered in Puerto Rico
  • Minimum of 5 years relevant experience

MINIMUM QUALIFICATIONS:

  • 30 Hour OSHA Construction
  • Prior experience in project administration and experience in the construction of major road or bridge structures in preferable.
  • Must possess strong oral and written communication skills.
  • Must be able to effectively interact with and build strong relationships with clients, customers, contractors, and other key stakeholders.
  • Additional certifications related to roadway inspection and materials may be required.

PREFERRED QUALIFICATIONS:

  • Prior experience in project administration and experience in construction of major road or bridge structures.
  • Previous experience in roadway projects in required, preferably with knowledge of the regulations and procedures of the Puerto Rico Department of Transportation and Public Works (DTOP).
